Hi there,
I know this sounds lame, but I have a problem to identify which geo is in what tier. I mean there is no comprehensive source I could find.
The most solid one seems to be https://www.blog.udonis.co/digital-m...-campaign-geos (but no spreadsheet is available there)
I know that there are others, some of these were saying that e.g. China was tier3 which seems bull*hit to me.
I understand that I can look here https://data.worldbank.org/indicator...high_desc=true
But there are exeptions - Like Qatar - which has huge number but still is taken as tier2.
For now I'm going by http://hdr.undp.org/en/countries and comparing it with worldbank data, but it is somehow slow. I believe I'm missing something here, because I assume such list would be shared
To be honest, there is not that ultimate definition.
For sure we can say that USA is always considered as Tier 1 geo.
But then it already starts, some would say DE is also Tier 1, others would say DE is Tier 2.
Some people only use Tier 1-Tier 3, others use Tier 1-Tier 4 or even Tier 5.
Seriously, don't worry too much about such definitions.
In the end it's important to know that there are different Tiers and that you know more or less which geos are considered high Tier and which are low Tier.
The most important question to ask is this: Why are you wanting to know this information?
Is it to help gauge competition levels? Bid levels? Something else?

But as twinaxe mentioned above, there is no definitive list or categorization and it also changes as time passes by.
I also have a great list and explanation of geos in the upcoming
