Blacklist on propeller

I don't have initial blacklists. I am testing offers and cut placements quickly.
I have few questions on this:
- If I don't have a blacklist. I already spent my testing budget (10x avg payout x number of offers), I cut between 9%-12% of placements depending on the country. Can I trust the results and trust I haven't found a good offer and move on or I should spend 20x avg payout to cut even more placements and test further the offers?
- Once I have cut placements with a testing campaigns. Can I start a blacklist with these placements and use this blacklist for my next testing campaign even though I haven't cut them using a proven offer? Are these placements country specific or can I use them as a starting blacklist if I create a testing campaign in another country? I started 3 testing campaigns in 3 different countries, can I pool the bad placements to make a big blacklist?
- To give me an idea of what to expect, how large is your blacklist? Are 50% or even more of placements are to be cut? Right now I managed to cut only around 10%.

Don't worry about blacklist too much.

A BL is like reducing weight of a formula 1 car in order to make it faster.

What you first need is just any car that at least drives a few rounds on the circuit. --> meaning an offer that converts regularly (and not once every full moon).

Once you have an offer that gives you plenty of conversions you can play around with blacklisting and analyze the results.

Best is to use a high converting low payout offer. Testing and playing with it will not be too expensive. Is a good way to learn which parts of your race car you can reduce in weight without making the car too fragile and breaking down.
