I see localcheaters.com is advertised a lot on adult sites, anyone knows where to find their affiliate program? searched on offervault, and on their own website, didn't find anything.

Well LocalCheaters is a whitelabel site from DatingGold bro. So basically you can make your own version of Local Cheaters (ex. BostonCheaters.com).
You essentially cannot promote localcheaters.com, but you can make your own version/landing page with the DatingGold affiliate program depending on your volume.
