How to check carrier billing regulation for mobile content?
Some ISP change their regulation, how to check if we can run mobile offers for that ISP?

Just to clarify: Are you talking about mobile carriers or internet service providers? (Although many companies are both.)
And are we talking about direct carrier-billing offers like 1-click or 2-click offers, where the customer can subscribe/buy a service or mobile content, by being charged on their phone bill? I'm going to assume this to be the case in my reply below.
As far as I understand, tighter regulations only applies to the creators/owners of the offers, and not affiliates.
Typically, this translates to less misleading / more transparent offers being allowed by the respective mobile carriers.
This means that if we see a mobile carrier offer, we're allowed to promote it. Because if the mobile carrier doesn't approve of the offer, they would not allow their customers to be billed through their system.
Or are you asking about something else altogether?

Hi Vortex, thank you for your answer. we are on the same boat.
I ran some DCB offers, I have noticed that in a particular GEO, there is an ISP that runs well for a while and then fails. Same offer, same setup but no conversion anymore. Why did it happen? and Does it have something to do with the license or regulation?
Another question I just think about, Can I create an offer of mobile content myself and run it for myself without going through the CPA network? If yes, which step I need to do?

Ah OK I'm glad we're talking about the same thing!
There are many reasons why a campaign would suddenly stop getting conversions. May not have anything to do with the mobile carrier, or licensing/regulations - unless all of a sudden the mobile carrier decides an offer is not good enough and asks the offer owner to change the offer. I haven't seen this happen myself - although it doesn't mean it can't happen.
The more likely cause of the lack of conversions would be either the quality of your traffic - e.g. you were outbid - or something your affiliate network was doing - e.g. shaving/scrubbing more heavily than usual.
As for creating your own mobile offers: I've never looked into this myself, but did 2 minutes of research just now - perhaps start by checking out the companies on this page:

You don't really have to research this on your own, when running affiliate offers. The advertiser is the one that needs to know these regulations and adjust their flows accordingly as vortex already mentioned above.
The rules/regulations do change all the time and your AM should be able to tell you what GEOs are performing well right now. This means that if they tell you to run a specific offers in a specific GEO or time frame, the regulations should allow for a more aggressive flow in that particular market OR the advertiser is taking the risk to run a more aggressive flow during certain hours (usually during the night) as the compliance department doesn't check much during those hours.
So ask your AM for GEOs where carrier billing offers perform well RIGHT NOW and focus on those.

What should I do if my AM doesn't tell me the GEOs that are performing well? Where can I find or check that info?

I thought I already clarified that point above when I said that regulations applied to offer creators/owners, and not to affiliates.
Affiliates can't change the flow of an offer. We can only choose whether to run them or not.
It is in the best interest of your AM to help you succeed. If your AM doesn't tell you what the best geos are, there are several possibilities:
1)They are too busy to pay attention to the smaller affiliates. In this case be persistent but polite - follow up once every couple of days until you get an answer. Or, run with another network - there are so many out there! Once you're doing volume, AM's will spend more time on you. It's all about time investment and returns.
2)The best offers may have offer caps, so only affiliates that have a good track record and tight relationship with the AM will get cap. Again, you just have to prove you're an action taker and can deliver results, build a good relationship with the network, and then you'll get more cap to more offers.
