How To Create a Global BL?
I'm starting to run mobile traffic and I'm wondering how you guys develop your global black list.
1. Do you need to run several verticals and compare zone IDs? (Some zone IDs could be good for some verticals but not for others.)
2. Do you need to run several geos?
3. Do you need to run campaigns over a period of time to assess the quality of the zone ID? If so, how long?
If you're starting from scratch, what approach would you use to develop your global BL?
Also, has anyone shared their global BL for different traffic sources?

First things first, a global BL should only be a rough list to use so that you don´t have to start without any basic "optimization" for each new campaign again.
Global lists shouldn´t be used as definite lists for each and every campaign because although quite a few placements perform similar across different geos and verticals it´s always better to build a more specific list.
You also don´t mention what traffic you run, my answers refer to pop and push traffic so maybe it´s different for other traffictypes.

There are no strict rules what you need to run.
A global list is just a little help where you combine stats from different campaigns so that you can start building a rough list without waiting that every single campaign has enough stats itself.
These different campaigns can be in different verticals and also different geos.
And yes, some placemnets can be good for vertical A but not good for vertical B; that´s why a global BL should only be used as a starter but when a campaign gains traction you should work on more specific lists.
But you will also see placements that don´t work across all geos and verticals, such placements can be blocked then fright from the start so that you don´t waste money on the worst placements again and again.
2. Do you need to run several geos?
Same as before, it´s up to you.
3. Do you need to run campaigns over a period of time to assess the quality of the zone ID? If so, how long?
There is no timelimit.
What you need are good converting campaigns, then you can see pretty easy if a placement is good or not.
If you're starting from scratch, what approach would you use to develop your global BL?
Important is to don´t mix different traffic types together because different traffic also has different placements.
I also like to use campaigns with lower payouts and more or less similar performance for global lists, that way I can gather stats with many conversions faster and more reliable compared to combining stats from each and every campaign I can find.
Additionally I only use stats from good campaigns with many conversions so that there is more consistency in the placements performance.
Without good converting campaigns it will be a guesswork if it´s the placement or the LP or the offer or the creative or whatever that isn´t converting.
A blacklist is only as good as the data you use to build it.
