After making some changes to a Google shopping campaign, the ROAS dropped from 2.57 to 1.17 over the last 2 weeks. how long should I wait before undoing/making another change to revive it?

Any change needs "enough" exposure to really show how big effect it had on the campaign. The algo needs some time to accommodate. So the question is, how much are you spending per day, how many clicks and sales are we talking about here. How dramatic were the changes plays a role too.
The drop has been quite big in your case, it's possible that you happened to make a change that basically killed the campaign, so waiting further might be pointless, but it's really hard to say based on the limited info you provided.
For the last 2 weeks, spent $615.53 after making changes. Before then, spent total $987.91 over 3 months. The daily budget is $116.0, Search impression share is 68% but after increasing the bid, ROAS tend to drop and it becomes unprofitable or barely breaking even. What I did to optimize was - putting the most promising search terms in the title, description, adding negative keywords, adjust bids on locations, days, devices.
After optimizing, the performance doesn't seem to improve, it rather drops.. Any suggestions?
