what are your thoughts on retargeting for lead gen offers? is it worth it? what about for CPS offers?

Retargeting can work for any type of offer, as long as you retarget the right audience 
If you started with the wrong one, retargeting won't help it as much. But if you selected the broad initial audience correctly, retargeting those who have shown interest, can result in solid conversions.
Maybe if you tell us more about the setup you want to go with, we can provide more accurate advice.

Hi there, what would you define as broad audience? is it based on the nature of the interest(like something that does not target very specific niche e.g health wellness, finance) or isit about the size of the audience?

Retargeting is worth a test in most cases, both for lead gen and CPS offers.
It would help to understand WHY people haven't converted in the first place, then retarget them with a suitable offer. For example if product cost is an issue (in the case of ecom), offering a promo/discount code in the retargeting ad can work wonders.
More importantly: You can create look-alike audiences based on these custom audiences (that have engaged with your site/ads) - that's where the real power lies.
If you'd provide more details on the nature of your offer and the custom audiences you've built, we can probably give more specific advice.

Nature of the interest mostly, the more accurate/detailed you go about, the smaller the audience will get anyways.
Since you mentioned finance, that would be a very broad targeting. Since everyone's financial problems might be different... there isn't a one-fits-all solution for the whole audience. But, you can pre-filter this audience by running a specific AD that caters to a specific financial problem or a solution. So those who would click such an AD would qualify themselves as potential client and you could retarget them.
It would still be a good idea to try and target more precisely even in the first round of testing, as the AD would almost certainly perform better and provide cheaper clicks.
Just to give you some example of what I mean, I'm playing within the cooking vertical now and running some FB ads for it.
You can select "cooking" as an interest but that's a very broad one. There are several sub-niches within this vertical, such as pressure cookers, airfryers, souisvide... so if I want to drive traffic to some page that deals with a specific cooking technique I try to target it directly by selecting that specific interest and when it's not available in the targeting options, there is often the option to target based on fb page names, so if I see a page name that I know deals with a specific cooking technique, I would select that too.
This way, you will narrow the audience down a lot, the audience size will shrink too but the overall performance of the AD is better. And I know that the clicks I get are more targeted so it makes more sense to retarget them too.
