Jumptap budget issue?

I started a new Jumptap campaign a few days ago and have been experiencing a budget issue each day since launching the campaign. What happens is that the campaign only reaches around 50% (or less) of the daily budget and then the campaign just stops getting traffic until I increase the budget. Then the campaign runs a little bit more, but stops again at around 50% of the set budget.

I have 2 separate campaigns (one for APP traffic only, the other for WAP traffic only). Both of the campaigns have the following settings:

- platform = Android only
- categories = RON + all categories
- geo = US only
- carriers = all carriers
- bid = $0.05 CPC
- no WIFI
- delivery = Fastest (show ads as soon as possible)

I've chatted with my rep, but he doesn't seem to know what the problem is. He just suggests adding WIFI and increasing my bid. However, increasing bid doesn't make a lot of sense to me since I am able to get more traffic each time I increase my campaign budget. I don't want WIFI traffic for now, so that's not an option either.

Is anyone else out there experiencing the same issue?

They've taken measures to prevent people abusing the over runs. As soon as your budget hits $25 it starts throttling down impressions.
