Have you tried putting a 100% legit ad up, like it's ok cloaking a diet rebill to a legit site but it could be the ad itself flagging disapproval - ie putting 1 trick to lose weight, then sending them to a gym doesn't take a rocket scientist that chances are it's being cloaked.
