Is there a way to advertise on Google Network, with html banners, directly from url (to pass the affiliate cookie on the visitors)? If not, is there any alternative way?
We have google affiliate gambling license on some countries.
Google Display, Google Admob, etc. (as long as it is part of google).

No, Google serves banners from their own domains. You won't be able to do that.
google does not allow this, it can claim cheating, use prints to mark affiliate link with banner, it is not allowed. You can lose count if you insist on it. Google is actually protecting the affiliate market. That's nice
