I would advise to read the whole email section where you posted this message. That is going to take you several hours, but at least you will get a bit more knowledge on technical setup and on how to start.

Then, think about:
- 1 or 2 niches you like
- how do you plan to get traffic
- how do you plan to monetize your mail susbcribers

And come back with a more precise description and questions. People here are happy to help, but they are not going to spoon feed you.

You didn't ask any questions yet, building a list consists of several steps and we cannot just give you all the info at once.

What do you need help with? Setting up collection box, writing copy for the registration page, managing the email DB, mailing out, structuring the actual email, getting traffic to the collection/registration page... there is a ton more. You need to be more specific about what you need help with.
