Like the title says - what is the Voluum conversion time timezone?

I'm a bit afraid that I did dayparting based on the Voluum conversion time thinking that it was in the target country timezone but in fact was in my country timezone

Yup, Voluum reports based on what timezone you set in the settings.

it's not really possible to set a zone that matches everything... traffic sources use their timezones, affiliate networks theirs, most of us run in multiple GEOs... You gotta learn how to navigate this "mess"

Apart from that general settings you find, the only configuration i saw in Voluum is for cap limit, where you can indicate the time zone of the network, so that Voluum calculates when to reset the counter.
