Is iframing an offer a bad idea?
So I was thinking, if offer specifically does not ban it, and it have right CORS headers, would iframing and improving css on the most shitty looking offers be considered as a bad practice? Just to be clear - I dont say about putting anything misleading there at all, just style adjustments to make it more appealing.

When the offer allows it just try it.
One problem though is that nowadays many sites have framebreakers/frameblockers so that you can't iframe them.

Yup. Iframing barely works anymore. Even up until a few months or so ago, it was easy just just use the iframe as your lander for direct linking to still get push subs.
Most browsers block the shot out of iframes so it’s not really worth it anymore.

Okay, I get it.
In that case I wonder what will be policies of portals when they land on chrome.
So far it looks really promising.

It will probably be the same, as they will not allow bypassing CORS if not explicitly allowed.

It was a pretty cool iFraming software in 2008 or 2009 or so

I made pretty nice cash using iframes a few years back - in a very sneaky and misleading way. (Think: Enticing the user to click on a button they can't see - while they thought they were actually clicking on something else.)
I've cleaned up my act since then. And of course as is pointed out, it probably doesn't work anymore - offer requirements aside.
