Google is usually pretty active in fighting fraud.

What makes you think that you have many Click Fraud? Because if you can detect it, you can block the placements that send fraud traffic. If your campaign is performing poorly, that is not necessarily due to fraud.

Hi! To fight fraud you can check if the traffic from the ad network is verified by any third-party services. It's a nice guarantee that you will get only real users.

Are you tracking the particular placements/apps? If so, chances are the bots will come from a smaller amount of those and you can simply remove them from your campaign.

I've used Clickcease in the past. https://www.clickcease.com/

It's a bit pricey. It's a better solution for high volume of click type offers. I was running it for high priced keywords ($18-$25 CPC) with approximately 12 clicks per day and it didn't provide a whole lot of value. If you do more than that, it's worth it.

You can use cloaking for that purpose.
