Just getting started
Hi, I'm new user on this forum.
For last few years I was working full time as a web developer. Now I would like to monetize my skills directly.
I would like to start from sweepstakes. I picked offer, it's SOI targeting Malaysia. I prepared 6 landing pages and bought popunder traffic from PropellerAds.
I've got 5 conversions and ROI is -90.51%. Here is screenshot from Voluum:

Conversion came from 3 zones but I think it's not enough for whitelisting:

I would be glad if I can get advices from more experienced users 
Payout on offer is low, about ~0,15 eur. and I'm wondering if CR on landing pages is enough to make some profits. Does it have potential? Is there already enough data for any optimization?

I'd suggest running offers with a bit higher payout ($2+ ideally).. All kinds of sois (vouchers etc). They will pay a bit more and will help you get moving a bit faster.
Right now it's super difficult to say how good you are doing because of the lack of data.. use higher paying offers, run a bit more traffic and then you can start optimizing. CTR looks reasonably good for pops tho.

When you just start and need to learn how to setup and run campaigns and when you have to learn how to work with a tracker then such low payout offers are good because they can help to control the budget a bit better.
But once you know the basics I agree with diplomat to run a bit higher payout offers.
With a $0.17 payout offer (or other offers with similar low payouts) the theoretical profit margin is so low that the offer just have to convert extremely good to be worth it.

My favorite approach: Run low payout offers first to weed out the bad placements for cheap, then run higher-payout offers.
For example, running a $0.25 offer first and then a $2.50 offer later. Instead of trying to run the $2.50 from the start and spending 10 times the budget on cutting placements.

Hmmm...
Firstly, I can't find any lower payout offer. Because I am already running SOI.
Secondly, what if the lower payout offers convert horrible.

This is where mass-testing of offers comes in.
The more offers you split-test, the higher the chance that you'll find a good one.
It's better to test 3-5+ offers at a time - that way it's easier to decide which one is "good enough" to go ahead and optimize further.
If you only have a single offer, you don't really have anything to compare to. You'd still have the ROI though, and you can still see what the placement traffic and conversion distribution is like, so you can decide whether it would be "worth it" to optimize the campaign further just based on this data.
So - going back to your question - if the lower payout offers convert horrible, I would ask 1)how many offers are we talking about, and 2)what's the placement data like and does it look like you can make it green with further optimization?
There are lots of factors that can determine the success/failure of a campaign, but if we're talking about pop, there are only 3 main factors:
1)Offer
2)Landing page
3)Traffic
So if you're running on a traffic source that has quality traffic and not bidding overly low, have tested at least a few of the most popular landers and nailed down a decent converter, and test enough offers, you should find an offer that converts well enough to worth optimizing the campaign further.
If not, it means you need to test more offers, or landers, or traffic sources, or bids. Or a subset of the above.
Also: To mass-test on the cheap, try to gather up a lot of offers - like 10+ for the same geo - then bid the minimum amount allowed. You may have to increase the bid gradually to get enough traffic so that you won't have to wait weeks and weeks to finish the split-testing. Once you have a winner, test it at higher bids and optimize further.
