Had a few accounts running fine in beginning.
But now keep running into this error
Your Google Ads account has been suspended because we’ve identified suspicious behavior in the payment activity of your account.
Even with different card number.
Could it be same cardholder name?

Probably as you say the difference in the name. Did you contact the support?
Afaik, merchants cannot see the cardholder name & billing address?
That's what banks told me when I called 'em.
