Jaybot is right, you can't. The placements are assigned certain IDs specific to every network, so these are not transferable.

Hey, as jaybot and matuloo above said it's impossible.
What you can do is to ask your current ad network which sources are the ones in your WL (if you don't know of course) and then go to another network and ask them if they work with the same sources, they would happily create a WL for you if they do.

I'd say this is not the info that most networks would share, especially those that hide placements behind anonymous IDs. Maybe the bigger feeds, but smaller pubs that work only with a few networks or are exclusive to them... I doubt they would reveal those Do you guys provide such info when someone asks?

We don't reveal our inventory, but lets say that someone asks if we work with 5 different sites, I wouldn't say with which I work, but I would provide the ID's of the source in our network.
Works vise versa with sources that advertisers can't work with, if it's one ~ two specific one's we have no problem sharing whether we work with them or not.

Hi! We recommend using not whitelisting but blacklisting strategy. It helps you to engage a wide audience as with blacklists you just cut off huge traffic volumes.

sure you can, if you work for propellerads and they provide you with a pubID and subID, and if we work with let's say ad-maven, we can just ask for propeller's feed ID, and blacklist or whitelist whatever SubIDs we had from admaven under that pubID. If ad-maven won't reveal which pubID it is, a $50 media buy would probably show it since we'll be getting those subIDs right in the reports. there's no private data here, there's macros that are public as long as you pay to view them. so as long as some networks buy and sell from each other you can do exactly that.

That's interesting, but how can you know which network(s) a network buy from. Would they reveal that?

Absolutely no, each ad network has its own unique source_id and sub_id, managers will definitely not share information about their sources, because most of the push traffic is re-sale from other networks. It will be easier to use macros and make your own white list.
