What do you mean by zone list? Can you clarify your question? What tool are you using?

Yes, definitely you can use zone lists from other countries when you test offers in new GEO.

It won't be 100% accurate but it's safer and better to start with something than from scratch.

Hey, yes you can!
Most of the zones are working in different GEO's, but as caravaggio mentioned, it won't be accurate.
It worth a test anyway

Yes, you can use global blacklists and whitelists for different countries and verticals but when you find a good working funnel it´s still good to try to build more specific lists.

There are two options IMO:

1. if a zone really sucks, so it's full of bots or extremely crappy traffic, you can block it in other GEOs too... as long as it has traffic in other GEOs of course.
2. if a zone works "mediocre", so there are some leads generated and the traffic looks real, I wouldn't block it globally. Chances are the traffic could work in a different GEO or even a different vertical.
