Are Microsoft search ads as good as Google search ads?

This is a very broad question. My best reply would probably be "it depends". It depends of the vertical, it depends of the volume you want to run, it depends of the geo you are interested in.
There is not one which best or cheaper than the other one. You have to check for your specific case to compare.
I have to agree with jeremie, it's extremely hard to make general statements like : this one is the best!
But we could compare these two in some ways ... the scale of google ads is MUCH bigger, that's a simple fact.
On the other hand, some users that you can reach via bing are not reachable via google ads... hard to say how many for sure, but it's a fact too.
Microsoft is generally considered less strict than google, so it should be more affiliate friendly, at least in theory.
It should also be possible to get better prices per click from bing than from google too... because of the lower competition, at least in some verticals.
But whether one of them is "Which is best to promote with" ... that really depends on the particular case and your goals.
