It is Facebook's way of making you prove yourself as an advertiser they like before allowing you to spend even more on traffic.

And if after spending more, the limit is still there, getting in touch with FB support (e.g. on live chat) to request for a limit increase/removal can work. Ask several times if you need to and keep spending and it should happen.

I would say it depends on what you've been running. It would be best to stick to strictly WH ads until the limit is increased and before contacting support. The last thing you want to do is to reach out to support and then have a real person see all your BH hats that somehow got past the AI and then have your account disabled.
