considering a classic funnel "ad -> lander -> offer page", is there a specific moment (of the landers browsing) to ask users to allow push notifications that affects less the conversions compared to others?

You can always split test it, but I just do it straight away.
Haven't noticed big differences on performance the long run.
It also depends on what you try to achieve: do you want to build a push list primarily or are you just looking for additional revenue?
In case of an additional revenue source, you will need to test how big the effect of the push prompt is, when it comes to the actual conversions of the offer you're promoting. You want it to be as small as possible, while still maintaining a solid push subscription amount. Most people fire the prompt straight away, for some it makes sense to delay it a bit so the users are not distracted from the actual sales copy.
If your goal is to collect as many push subscribers as possible, you need to use a bit misleading lander, that suggests it's necessary to click "yes" in the push prompt in order to proceed. In this case, the situation kinda reverts itself, collecting push subscribers becomes the main point of the campaign and the conversions of the final offer are a bonus.
But based on the 100s of LPs I've seen, it's safe to say that majority of the LPs fire the prompt right when the LP loads.
We did a series of test.. on presellers..
It is statistically more effective to fire them in the middle of the presell funnel or before the redirect to the offer page.
but with prompts contextually related to the main flow .
For example the main flow text (will paraphrase)
Ok great, wow.. you lucky fucky.. we found 7 ipads (hoes) who want to be shipped to you.. Confirm if you want them shipped to you. (main flow)
custom notficiation text (mobile requiremets) Click allow to have them 7 hoes shipped to you.. I dont want hoes.. Send me hoes: (top bar)
then system dialog.. (top bar system)
After system dialog..
Dynamic main flow.. checking 7 hoes availabily,.. 3 dead. of coronavirus.. 1 is man.. 3 want to be shipped to you right now click to get them --- redirect to offer (main flow)
....
And then if he dont convert on offer you can pushnotify him immediately about those hoes and alternating offers.

And dont forge that some brokers shit.. about having push notifications on pages now..
if we bake them nicely in the middle of presell and deploy a simplistic cloaking... we don't have a problem any more
