The $1 guide can be started with as little as $10, but to reveal it's full potential, you must be ready to invest more.
Let me copy a paragraph from the guide for you, where Amy addresses your question:
To follow this PDF to set up your first campaign, you’ll only need to spend $10 (USD – all amounts in the rest of the PDF will be in this currency). Of course you can choose to spend more at your discretion.
In terms of time, it shouldn’t take more than a few hours to complete – not including time you’ll be spending waiting for the traffic source and affiliate network to approve your accounts.
In order to achieve REAL success though, i.e. be able to make sizeable profits consistently, you’ll need to be prepared to spend $2000 or more – to test different offers and traffic, and learn optimization and scaling.

It really depends on what are your goals, take baby steps.
You need to learn to identify good offers, you need to learn to work with spy tools, you need to learn to scale up, to optimize, there's really a lot to learn here and the more you spend (and lose haha) - the more you learn.
Read a bit in the forum, there are a lot of useful threads and pick a goal to master
