Are there any tools which allow you to monetize and add ads/affiliate links when sending people to other websites?
E.g if i sent traffic to: https://www.goodhousekeeping.com/lif...ravel-gadgets/ (not my site) from a EDM, the tool will allow me to add an overlay of advertisement with it or even affiliate links?

The way you could do this is, instead of linking directly to TARGETSITE.COM, it to link to a page on your site, suchas YOURSITE.COM/GO/TARGETSITE, which loads the target site in a iframe. It allows you to keep the control, and put an overlay, or a top/bottom bar.
If you want an example of this, look at themeforest.com, click on a theme and select Live Preview. The preview opens in a frame, but themeforest keeps a top bar with the buy button.
What jeremie suggested is a good option, just make sure you understand two things:
1. Adding an overlay like this will definitely affect the performance of the offer you are promoting. So make sure you read the numbers right, the extra revenue has to more than cover the initial loss.
2. Do not try to suggest that the ad in the overlay" is somehow connected with the offer... for example: you need to click on the ad in order to get access to the offer etc... as that could qualify as incentive traffic that many offers do not accept.
