Is there any issues with re-sending the same email again to your list, to people who didn't previously open it and excluding those who did open it?

Thats quite common yes! Preferably use another sender/subject, maybe this time they are triggered.
Or something like this in front of the original subject:
Reminder
Last chance
You missed out etc etc...
Yup, it's used very often... I've seen up to 5 follow ups being used, each time with a different subject as stickupkid suggested. Some list owners delete inactive (nonopeners) contacts from their lists since it's hurting the overall performance, but before doing so, they try everything possible to get the users attention. So it's pretty common to get "last chance" emails that emphasize the need to open emails from time to time in order to stay in the list. A few large newsletters that I'm subscribed to are doing this every so often.
really common but normally only when you are trying to hit a recip or click requirement. If you are just trying to milk an offer it can be risky so do so on a limited basis. If the offer is working we found better success emailing to clickers that didn't buy a second time with a last chance and a warmer swipe.
