I'm advertising in France, which is CEST.
should i specify my tracker is in the same timezone as my traffic source?

My guess is France, since it doesn't make sense to put it on your time when France traffic is lively. If it was Outbrain it should be for everyone the same so why should that option be available? I don't use a tracker so don't pin me down on it.
In general I'd say you want it to match your traffic sources so you don't end up with discrepancies...
With that said I've always left mine PST despite most of the networks being EST for me, but I don't really track profit/loss on my tracker I just keep an extra excel sheet I input into manually, to force me to really look at everything closely each day (or just use the networks in the case of Outbrain and Taboola as their data is the most accurate).
+1 for keeping it on the traffic source reporting time zone.
You can target multiple countries on various time zones depending on the offer you are promoting. So having it on the traffic source time zone will make it easier to read and compare stats from the traffic source and tracker.
Furthermore, some trackers nowadays allow you to select the reporting time zone. Thing which comes handy if you want to run reports on custom time zones depending on the traffic source or country you are targeting. I’m not 100% sure, but maybe
