Anyhoo, I've been an affiliate since 2006 and have been working with Neverblue as an aff manager since Oct.
If you aren't already a Neverblue affiliate or have had your application denied, the following might help:

You might be a perfectly qualified affiliate for Neverblue or another network, but applications can go awry in a number of ways.
Here's a couple of ways to troubleshoot what happened especially if you don't hear back a couple of days later.
1) Check your junk/spam folder. Verification emails may end up there, especially as part of a multi-part verification sequence (similar to an opt-in process).
2) Failed phone verification: Especially if you're outside of the US and in Europe or Asia, there's a chance that the long distance service isn't able to contact you. I remember when I was new and applied to another network for the first time, they only had US numbers set for verification. So when I tried putting in my Singapore phone number, it tried to call that number as if it was a domestic US number. So a bunch of emails later, I got into the network, but it was kinda a pain in the butt.
3) Failed manual phone verification: I've woken up in the morning with missed phone calls in the night. I am guessing someone tried verifying me in the middle of the afternoon somewhere on the east or west coast. Unfortunately, it was 3am in Singapore (Ok, so I slept early that night...). So verification fail.
4) Garbled security captcha: Sometimes the captcha doesn't seem to be recognized by the system. Drop me a PM or email and I'll make an arrangement where you can verify yourself without a captcha.

Here's some ways to have a higher chance of getting verified.
1) Go to a tradeshow like Affiliate Summit or AdTech. there'll be network reps there and you'll be able to get in much easier, on account of your "face-to-face" verification. Basically if someone's met you and verified you're a real person, you stand a much higher chance of getting in.
It doesn't even have to be a big show, if you're at one of the meetups that Neverblue sponsors, the AM on hand can help you get in.
2) Be truthful about your experience and your earnings. A couple of applicants have said they earned $x per month, but later when asked for verification, their earnings were about 10% of what they claimed. When a network's account review department gets 100 applicants a day, you don't want to give them a reason for denying you, because you came across as less than honest.
If you're new, you can say that you're new and that you're a member here, and you're being mentored by an experienced affiliate (don't claim this unless it's true, because you might be asked "oh, who's helping you?". )
3) Creating a website: In my opinion, it's a little pointless to create an internet marketing blog or affiliate marketing blog, post 5 to 10 posts on it, then submit it as your website in your application.
Any account review department worth their salt will check the domain registration info and if your application says you're Tom Brown, but the domain is registered three days ago to Pablo Escobar, then you're kinda asking for it.
If you're listed on AffBuzz, and have established a rep for yourself like polarbacon (however infamous) or the angry russian, then by all means go ahead and use your credential. But if not, you're better off leaving it blank.
4) A personal endorsement helps...a lot: The best endorsement is having an existing affiliate manager support your affiliate application, write to compliance and say "please watch for Tom Brown's application, I know him through stm, he's new but has potential to be developed into a quality affiliate". that helps you get approved.
The better AMs will probably go through the posts you've posted on the forum and gauge if you're potentially a quality affiliate. I know some affs might think that AMs are a few lightbulbs short of a full set, but sometimes looks can be deceiving. If you've got 2 post and are asking for recommendations from everyone, then...well, it might not be very good.

So back to me for a sec...I'm recruiting and developing affiliates for Neverblue.
If you're planning on applying, here's some things you might like to know about me.
1) I'm not as hot as the blonde AM who friended you on FB and is PMing you twice a day.
2) I've been an affiliate since 2006 and have worked with most types of traffic, including launching an incent network for FB app developers in 2009, so I know about APIs, pixels, postbacks and other fun stuff, and I usually will not be asking you "What's a javascript pixel?" type questions.
3) I know what a pain it is to only be able to talk to AMs only during working hours Mon - Fri. I check my email, PMs 7 days a week, unless I go for my once-a-year vacation. It's 3.02am on a Saturday as I'm posting this, so there...and I'll be running some custom reports for an aff before I go to sleep.

Some tips to let me help you faster:
1) When you PM me, if you can provide details on the situation: Were you unable to complete the application? Were you verifying email, etc, then you didn't get a verification email? Did you get denied? Any idea why? (getting rejected by the auto filters or not enough experience are usually the most common reasons. And I can help with these)
2) How long has it been since you applied? If it's 2 weeks or less, I can help revive a stalled/rejected application. If it's longer than this, a fresh application would be better, PM me and I'll send you a link so that you'll be one of the affs I manage.
3) Incent, pre-pops are not usually allowed for Neverblue offers, so unless they are a crucial part of your business, I suggest you say "no", cos that is a factor for rejection too.
A serious Thank you to Andrew for helping me get into Never Blue. Great to finally get in, and there's some great offers inside. My advice is talk to Andrew if you want in.

I was just looking at the terms and conditions:
9. NON-COMPETITION
9.1 During the term of this Agreement and for a period of six (6) months thereafter, the Affiliate will not seek, in any way, to undermine the goodwill of Neverblue, and in particular, the Affiliate will not, directly or indirectly: (1) solicit or entice or attempt to solicit or entice, work away from Neverblue; (2) solicit or entice or attempt to solicit or entice any of the employees of Neverblue to enter into employment service with the Affiliate or a competitor of Neverblue; or (3) directly or indirectly enter into any agreement or contract, written or otherwise, with any Client or otherwise provide services to any third party for the ultimate benefit of a Client which might, in the opinion of Neverblue, compete with any services provided by Neverblue to that Client.
Does the part in bold mean I can't swap out offers while I'm testing to see if the same offer on another network is converting better?

An update: I've left Neverblue at the end of Nov, 2012. Back to being an affiliate again.

Some suggested guidelines:
1) Neverblue doesn't allow promo via craigslist, youtube, twitter type of sites. If you promote via those channels, you probably will have difficulty getting in.
2) The better affiliates tend to do better with PPC, media buy, SEO. PPV generally provides lower lead quality for most advertisers, so most of the better finance offers won't allow that as a traffic promo type.
3) Adult traffic sources for casual dating offers is allowed. Be sure to check offer descriptions, cos policies re: this vary between advertiser.
4) Mobile's still growing strong and continues to remain a focus for the network. If you're a mobile aff, you'd want to keep track of the new ones and the ones that are performing well.
5) Neverblue doesn't send it's offer feed to sites like Offervault, so most times you should log in and check the offers on the network.
