I need pop traffic with low Cpm
Hi, Im doing some arbitrage stuff, I need pop traffic with Cpm less than 0.2 usd with good quality.
My target 400k impressions daily for now

What Geos are you looking for?
Kinda hard to get high quality Tier 1 traffic for less than $0.2 CPM.

I am not sure about UA but for RU and JP there should be some volume on lower bids available.
But $0.20 CPM is very low so I am not sure about it.
Did you check some trafficsources already?

First thought: A difficult combination you have. Cheap + good quality + low volume.
You can get cheap, but usually it's not good quality. If we're talking about bidding in auctions on traffic networks, the level of supply and demand would make it practically impossible to achieve your goal.
At $0.2 CPM x 400k impressions we're talking about $80/day in traffic. That's very small volume - if the volume was large you MAY have a shot at negotiating bulk purchases at a discount. But at $80/day it would be difficult.
Some things you can try:
-Get in touch with big pop networks with mixed traffic quality (basically "big" automatically means "mixed quality", because surprisingly (*sarcasm*) good quality traffic just isn't available in high volumes).
Try to see if you could negotiate a deal on remnant traffic. But if want to go this route, as mentioned above you need to up your volume. Networks get a lot of these requests and probably won't bother with $80/day.

Set up campaigns on big pop networks and target broad - all 3 geos - and set a low CPM (e.g. at $0.2 as you've proposed). Targeting broad will give you the best chances at getting more traffic, but this depends on the particular traffic network's algo, so you may want to try targeting one geo per campaign too and compare results.
However, you'll have to settle for whatever traffic volume and quality you'll be getting.

Approach webmasters with sites local to those geos to negotiate a deal, e.g. buy all their traffic at a fixed CPM. Would be best to go for sites that have alexa rankings that aren't so high that they're most likely already monetizing the sh*t out of it, but not so low that the traffic volume isn't worth your while. Look for sites that don't appear to be well-monetized to stand a chance of having them say yes.
