What are some good places to buy latin american banner/text inventory (mostly argentina and brazil)? Does sitescout has something also?

Google Adwords has the most traffic and best quality.

Other than that I would try Adperium and enable all external traffic sources.

The ones that perform well I would contact the networks directly.

Test your campaigns out on FB. You can get dirt cheap clicks and lots of volume and can see If your offers/creatives are worth running outside of FB
