Special Ad Category

Facebook's description of selecting special ads category when targeting U.S. and creating campaign related to credit,housing and employment.

Does it mean its okay to not select special ads category if running these types of campaign but targeting non US geos?Click image for larger version.

At least for the US, the special ads category means you can't target people in the same way if the offer is credit/housing/employment and they also took away the ability to do effective like audiences in this category.

Basically, if your offer is in the special category, your targeting options go way down and it's like running native.

Yes the targeting options are really limitted when in special ad category.

The one that confuse me is that its only needed if running ads within USA. So i think if running in other geos, it not required to tick the box and we can use further targeting.

Does anyone launch campaigns related to (finance/insurance/jobs) where the target is not USA and not using special ads category?
