So I mainly want to create specific Facebook pages to run ads.
Doing purely WH offers.
Frequency will be about 1 page per week.
For all pages it will have profile, header image, 3 to 5 related post and the usual generic info about the page.
Will I get into trouble by creating too many fan pages too frequently or am i overthinking this?
What is too many?
1 page per week doesn't sound like anything horrible, so I doubt this would cause any trouble.
But still, Facebook is rather unpredictable in what they ban for. And they also kinda understand the term WH in a different way than we (affiliates) do.
Even large avdertisers lose their ad accounts without doing anything purely BH, so you really never know for sure.
But since you only plan to launch 1 page per week, I wouldn't be too concerned.

As @matuloo says, Facebook remains quite erratic on their choices, but yet there are ways to mitigate risks. The first rule is to try to walk a mile in FB shoes. What FB really wants? Deliver content that users appreciate, so that they continue to use FB services. It's not about doing this to show how nice they are with their users, but just a simple economic process: Their money is related to the number of users they got. Starting with that, you can try to understand what is perceived as something valuable for users vs. something that will annoy them. If your products are radically different, your targeting are also different and most of all your ads are not reported, chances are that you can create a lot of pages. If the users are massively rejecting your ads, and signal them you have a lot of chances that even if you are creating few pages they will die pretty soon.
