After certain spend, they should enable invoicing for you automatically, at least that's the way it worked for me when I was running adwords, has it changed since?
It's possible to get invoicing for your account if you go through the 'growth program' - there's an internal Google team that works with 'new advertisers' say for example big companies that advertise offline but never done online OR big FB advertsiers that want to switch to Google --- there is a team that takes clients onboard and gives them Invoicing with $50K+ credit limits from the very first day for a fresh account!! I managed to do it for 3 of my clients this month -- if this is of interest (or anyone else) get intouch (PS this does not apply for small time spenders)
