I've had some difficulty finding a designer who knows how to design and do basic coding for WAP/mobile landing pages. Basically I need a guy to send jpeg mockups, he codes them out, fixes or enhances graphics, and does some basic PHP coding.

DreamWeaver 5.5 has the jquery mobile framework built it and makes it a pretty easy to create mobile pages ;-)
Is anybody using any of the automated/builder tools? I've trailed a whole bunch of them and cant find one that really suits my use case. Any recommendations?
