I would say that anyone with an online presence does understand the concept of affiliation, so getting paid for referring customers. Just explain that you are willing to pay a revenue share and some might be interested, but majority will not even reply to your email.
But since you mentioned instagram, facebook etc... we could say you'd be dealing with influencers, these people respond better to prepaid deals, try to offer a fixed sum for sharing your ecom site. In many cases, all it takes to send them a sample of the product and the ones with smaller audience might be willing to post about it.
