I see it all the time when I'm testing small campaigns with a small top up. I take it to mean my campaign options should attract a decent amount of traffic, but my allocated budget is so low that it'll just disappear in seconds if it isn't throttled, so Popads makes the decision to try and stretch out my budget for a few minutes at least so it gets a small range of different traffic.

Options are to either:
1)Leave things as they are - if you don't want to spend too much money too fast, just let the throttling happen - the budget will still deplete eventually. Just slower. But this is great for beginners as it will avoid accidental overspending, and will give you more of an opportunity to cut placements etc. before you spend way too much money on losers.
2)Increase your budgets to avoid throttling. Only do this if you know what you're doing, so as to avoid overspending.
