Offer 2 - about 14% CTR average (The is the bottom 4 lines)
Does anyone know which this is happening?

That would just be plain weird!
However - I don't think enough traffic has been run yet.
Suneel could you please update this thread again with new stats after a few thousand more impressions?

I'm testing
1). Traffic --> Prelander1 --> Offer
2). Traffic2 --> Prelander1 --> Prelander2 --> Offer
Since I'm using Voluum, I've setup Prelander2 as an Offer.
(See 2nd Campaign Method in https://doc.Voluum.com/en/multi_step_landers.html )
So the screenshot above is showing
25%: Traffic --> Prelander1 --> Offer (Product Offer)
14%: Traffic --> Prelander1 --> Offer (Prelander2)
Any ideas which this is happening?
I'm pretty sure it's because of double-accounting somewhere!
@Voluum should be able to verify that for us.
At the end of the day though: The CTR isn't important. As long as you've verified that the flows are working as they should, the only other thing that matters is which flow produces more conversions.

Are all the landers in the same campaign or in separate campaigns?
If separate campaigns, is it same targeting or different targeting?
Also check the placements, if you see a connection there.
Really, just from the screenshots it looks strange.
But also just from the screenshots and from your info it could be several reasons.
@twinaxe - same traffic campaigns and placements.
