Its not about payment activity itself most often, but their algo finding out that you are the same person who already got banned... change everything... pc, cc, ip, promoting page link

It could be because they don't trust your account also. Make sure you have a lot of Google account activity (youtube/searches etc) and also that your address is real - you can't just put anything like FB. Google seem to actually check the addresses.

You may try with an email from your domain, ideally uploading a basic display lander to the domain. Just make it like a proper business to go. Use a fresh new PC and dont sign in any of your previous account will be a must.

Are you living in the US with a real residential address and phone number?

use REAL NAME in email ID, instead of using fake words/abbreviations/common names.

I believed I had responded already on a similar question... when I tried to open a Google adwords account I also kept being rejected. Finally I've got an answer from them and it turned out that years before I had an account and did something wrong with it (no clue what, but that's not the point) What I did (on their advice and believe that was difficult to get) was:

My major Gmail is (after cleaning the computer from cookies) a clean and never used one and with that one plus a different creditcard I opened easily a new ad account. Maybe You are in a similar situation and in that case give this a shot.

PS the "fresh" Gmail always has to be to lead Gmail account. All other Gmails are added accounts to that one.
PPS and the banned account as well as the new account all have my real name and stuff. So New "fresh" Gmail + new CC (oh yeah the debit or creditCard must be linked to I believe the IP address)

I am not sure this is the main reason for ad account banning. It may be one of very much lower ranking factors, but I would doubt that this is the main driver.
