if the question you are asking is whether you need to use a different tracking url on a new account then it's a yes. i assume you're direct linking if you're inputting your tracking url?
I guess his problem is that, his card's address is in China, but FB detects his IP is from US, since he is using a US VPN.
Good luck dude, you gonna have a hard time explaining to their risk management team. I was in the same boat as you and how I got my account back is by telling them I am on holiday and I am staying in my Aunt's house who is a PR there.
