when would you use a path and when would you use a flow?

When you have many campaigns which use the same funnel => flow.
One-off campaigns or maybe quick test campaigns => path.
If you're just split-testing landing pages and offers, paths are the way to go.
On the other hand, besides the use case mentioned by @panicore, I would use paths to route the visitor to a specific landing page and/or offer based on specific conditions (creative id, carrier, country, city, etc).
For instance, if you're running native or push, some ads may work best with lander A, while some other ones work best with lander B.
Think of it like a template.
Paths are a "one time" thing inside campaign.
Flow is a reusable template that you can assign to multiple campaigns.
Let's say you run dating vertical in Germany and you want to run it across multiple traffic sources.
Instead of creating new paths in each campaign for each source, you just create 1 flow and reuse it in the other campaigns.
Then if some of your offers get paused, you just remove it from the flow and it will get removed from all the campaigns that use the same flow, whereas with paths you would need to go and edit each campaign separately.
