How to analyze a drop domain? (2)

Hi!

Just looking for a good instruction on how to analyze a drop domain.

I know that there are a lot of on the web like this:
https://www.whoishostingthis.com/blo...opped-domains/

But I'm really confused when I see something like this on expireddomains:
hemphamper.com

Is that good domain or bad to launch a cbd website? (It seem that there is no DA at all, but a lot of keywords)

Looks like an attempt to rank for a ton of keywords to me. Some of the posts on that blog are basically just stuffed with keywords, some look like short articles. I guess someone was trying to put together a blog, rank for the KWs then think about the monetization later. It's pretty spammy though, I wouldnt be surprised if the domain carried some penalty. But it seems to be updated pretty heavily still, are you sure it's a dropped domain? Maybe someone snapped it recently and populated it with content.
