Is there any native platform that allows device targeting?
Actual device, not just operating system.
Galaxy s10, xiaomi note 5, etc'...
We should have connection (type/carrier), device (brands/models), os and browser targeting added to our DSP by the end of this month. You will then be able to set up a campaign to buy from "Taboola Apple iPhone 7" or "Outbrain Google Pixel 2" for example.

When optimizing, you can check the performance of each brand + model and block whatever is not working or increase the bid for the top-performing devices. See my screen below:
