Are you looking just for traffic or you want quality traffic that will convert? Not sure what do you mean by semi-relevant
You can find cheap traffic on alternative traffic sources like Quora, Reddit and Pinterest. It depends what scale you are looking for and how relevant.
You can also look at push traffic. It's cheap, semi-relevant and you you can buy tons of traffic.

@santavittoria You may need to adjust your perspective a bit - when it comes to traffic, you'll find that very often, you get what you pay for.
Traffic prices are driven by the market, where people will only pay as much as they can afford to and STILL make money.
So in general, best-converting traffic = most expensive, and worst-converting traffic = cheapest.
Pop is on the cheap end of the spectrum. If your product has VERY broad appeal, where everyone wants to buy one, then pop MAY be suitable.
But be aware of the fact that pop is interruption marketing, where most people are frustrated about the intrusion, and therefore would be less likely to be in the mood to buy. Pop is better for collecting leads (email/push subscribers), then following up with sales messages.
On the expensive end of the spectrum is adwords. For ecom products, if you're targeting the right keywords with good ads (and of course a persuasive product page/site), the ROI can be HUGE. I've seen 1000-2000% ROI.
It all comes down to testing different types of traffic to see what kind of ROI you can make on each. Cost is just one part of the equation - if your conversion rate is high enough to generate a high ROI, that's ALL that matters.
