I have been trying to upgrade for around two weeks. The upgrade button just says "Contact Us" but every-time I to speak to someone I just get palmed off.
Anyone know how I can upgrade without creating a totally new account?

Are you sure you have to create a totally new account? I can use both the tracker and the DSP under the same dashboard. That's the whole point of it actually...
I'm looking into it and recreating the problem to see why it was difficult for you to upgrade to use the tracker on top of your DSP account. I wasn't aware this can happen before and I'll work on improving the upgrade flow now.
