Is there an affiliate friendly search PPC alternative to Google and Bing?
Nope, there isn't anything else with the same audience.

Bing is very affiliate friendly, they allow a lot and their support is very helpful.
It depends on country. There are countries where local search engines has significant market share such as Naver, Yandex and Baidu.

There are still countries with their own SEs that have solid volumes, in some cases even more than google... China and Russia but also Czech republic with their seznam.cz
Then there are local adsense competitors, for example etarget.sk in my country, with solid reach in surrounding countries.
These can be a pain to find and deal with, but some of them have interesting volumes.
This would be a great topic for a solid case study actually 
There aren't really any search engines that rival the reach and power of Google or Bing, unless you're looking for traffic from other countries. Have you tried social media? Many of our affiliates are having great success with Facebook.
