I've been testing email clicks with exoclick lately, quite solid volumes in many GEOs, but you can't create an ad, so it has to be an adult offer.
Vrume has email traffic, lizarleads posted here on STM that they have it too. Traffichaus too, but adult again.
Or take a look at services like https://liveintent.com/ or https://powerinbox.com/ ... not sure how they feel about affiliate offers though.
