One way would be to move those placements to a new camp and set the new cpc there, but maybe there is better way, trying to avoid running cost updates all the time to match the cost for those zones.
Keeping accurate cost tracking on campaign / publisher level through a tracker only is not possible.

Of course that the accurate cost and revenue is tracked on the campaign level as well.
For the cost tracking just use the cost token from the trafficsources (when they support it) and set cost tracking in
Propeller has a cost token, Zeropark has no cost token as far as I know.
Also set a % of clickloss in your tracker for more accurate numbers.
As mentioned above, it's not possible to track all sources with 100% accuracy by any tracker. If you really need this, you can use excel or some similar program, pull the csv reports from both the traffic source and the tracker and compare the numbers. It required more advanced level of excel skills, since you need to sort the data properly, but it's doable.
What I'm doing is to simply use the average cost per click ... Check the spend on source, check the amount of clicks recorded by the tracker and divide them. When doing optimizations, it's necessary to realize it's just an average, so in case of +/- 0% ROI, I dive deeper and check the exact cost on the source.
