Are there any risks and responsibilities today when promoting technical calls on Facebook?

Nowadays almost everything is a risk. Depends on how agressive you are and how consumers respond on your ads/posts/page!

Account can be banned even without violation. I take this for granted.

It would probably depend on the aggressiveness of angle... but like always bro protect yourself with some real lawyer advice lol

I do not understand. What does aggressiveness mean? what difference what aggression. Tech calls will remain tech calls. Do you understand what it is?))

The safest thing to do would be to consult a lawyer that's familiar with your local laws.
I haven't heard of any affiliate get arrested over the promotion of tech call offers - although that doesn't mean it's not illegal (excuse the double-negative).
Most/all tech call offers are scams. I'd imagine there to be consumer-protection laws against them in most countries. I think the only reason why we don't hear of a lot of affiliates getting caught and fined/jailed is because:
1)Most affiliates running these offers are good at covering their tracks. For example, the actual lander+offer is only shown to a visitor once. When they want to visit the same link a second time, they'd be redirected to a "clean" lander+offer.
2)People that are scammed, are "only" out by tens or hundreds of dollars. Suing the affiliate or the offer owner would cost way more. (And that's assuming they could identify and find them first.) And law-enforcement probably wouldn't waste man power over that amount either.
Having said all that though, if enough affiliates push these offers at big-enough scale, sooner or later enough attention will be attracted and something will be done.
