content.ad keeping money after ban?

Content.ad is now holding onto money in your account if they ban you for cloaking.

This happened to a client and so far they are not able to get money back.

Has this happened to anyone else? Seems pretty sketchy.

Something similar is in the TOS of pretty much any network, most don't actively enforce those rules though unless the some nasty shit is involved, but yes, it does happen.
