Could anybody give me some advice on how can I improve my LP Ctr when running on pop?
Here's what i did :
I have a survey style lander which is getting up to 60% ctr on facebook and is converting decently but the problem is facebook would disapprove the ad after few days of running it. So i decided to launch it on pop traffic.
I hosted it on a server in the same geo and page loads under a second. Then i created a pop campaign, bid $2 cpm and after getting around 14k clicks my lp ctr is at 0.08%.
I immidiately cut around 15 placements where i got most of the traffic and will be raising the bid soon as i receive fewer impression.
I dont really launch a pop campaign on t1 geos so i dont know what is a good lp ctr is on pop. On t2 and t3 geos i can get 5% to 10% ctr depending on the offer.

You gave a little information 
That FB gives 60% its normal because people click on your banner and then goes to your LP, they click because its interesting for them.
POPs shows to people without any targeting its why you never take 60% CTR on non aggressive LP, to many people its not interested.
I don't understand what your question is, you have stable low CTR on pops or you have good ctr after start and its goes down next time?
You say that on t2 and t3 you can take 5% - 10% CTR, but everywhere is a different language, do you make translation?
After reading I have more questions than you 
If you’re comparing the LP Ctr you get on Pops with the LP Ctr you get on FB after the visitor has clicked on the ad within FB, then you’re not making a fair comparison.
Unlike facebook, like Macman mentioned, Pops are mostly intrusive ads.
Starting to cut placements after 14k campaign link visits with an average ctr of 0.08% seems a bit too late.
By knowing the average CVR of the offer, you may calculate what the average or minimum ctr of your lander should be on pops. As such you can start cutting placements right from the first few hundred visits to your campaign link if they don’t generate a lp click and conversion.
Here’s a simple example:
Say you are seeking a 1% Ctr on average from each placement.
In this case you are looking for publishers that will generate at least 1 landing page click right at the first 100 visits to your campaign link, otherwise the minimum threshold is not being me.
Make a few calculations on the average CTR that will get your camp to break even, then based on that build your optimization strategy.
I had a similar issue, I had one campaign with 400% ROI because of continuous FB acc ban I decided to throw traffic from pop and Few things that I learned.
POP traffic is different. You can't target with interest. You only have split of a sec to get the attention of your audience. So your landing page should different than you are running at fb
It should give your visitor instant emotions like joy, fear loss, etc after visiting your lander. If somebody is going to watch the movie instantly your ads pop up nobody going to read your articles between in between excitement to watch a movie.
Basically what I do is I rip landers of the same emotion kind of offer.
For eg,
If I am going to sell skin beauty offer in pop up.
