I have an Antivirus offer $1.20 payout that has received 8 conversions so far. It seems like it may have potential. But, at -71% ROI.
I have tried Propellerads, PopCash, and Popads so far.
PopAds is the only TS that has converted. But, I can only spend about $1 per day. Budget is $20. And I am bidding the max.
Question:
Would you continue to test other TS, or scrap because there isn’t enough potential?

Why is your spend only 1 dollar a day?
And do you think there is room to optimize your bidding or is that already on point and your cpc low? Also, how does your prelander perform? Two major factors which are interesting to analyse, before cutting this offer I think.

My $1 per day is all Popads will spend. I set my daily spend at $20. I believe this is all the traffic they have available.
The LP CTR is between 30-70%. Of the few LPs I’ve tested (I know I need to test more) this is the only one to produce conversions.

As @stickupid said, that's too low volume.
-71% is also on the lower end to make it into the green and with these low numbers it's worthles.
Move to the next offer and geo with more traffic.

Actually, the recommended bid is .002. I am bidding .01 which is the max bid.
I did send an email to support to see what I could do differently. But, the traffic estimate stated <1000 impressions for my traffic settings. Which is targeting only AsiaCell in Iraq.

Haha yes even for testing sake spending <$1 is not worth your time man, unless the country is Kazakhstan that you're targeting (even then I think they'd have much more then $1 haha) I'm not sure why your flow is so limited.

That would probably be causing a gridlock, have you tried raising your bids like 25% more see if there is more traffic and not just your bidding options?
If the amount of traffic and daily spent on the other traffic sources you tested was similar to the one you are experiencing on popads, then move on to another offer and geo.
If on the other sources there was some potential in terms of scaling after some optimization, then most probably the volume limitations are on Popads.
Try targeting larger volume geos where you can gather enough data you can optimize on, otherwise you’re just running after a campaign that doesn’t eve pay for your time.
