Is a router reset enough for having a new usable IP address for FB?
I was experiencing several FB account bans.
What I did the last 2 months was resetting my router what gave me a new public ip address.
Is that enough for FB when using a new ad account?

Definitely not ... they are much better at putting the dots together, simple change of IP will not fool them
I'm not into FB accounts at all, so can't give you any qualified advice, there are much more knowledgeable FB guys around, let's wait for what they have to say.

Indeed and FB is blocking many accounts just because they "think" it's a hacked account. A router IP change is not enough, first you'll need to farm simple fb accounts with human-like activity on single IP/Proxy and later use them for ads (using accounts for ads from day 1 is route of account ban).

ok got it.. but what do I do when I get an account in a BM shut down with the ip address? I won't farm for each ad account a FB Profile on a single IP.

If I create multiple accounts in short time from one cellphone I still have different ip's, but FB will kick them anyway since IP's aren't really leading when it comes to good farming. It's much much more like canvas fingerprint, user agents, natural behaviour etc etc. Which "new" FB user knows about the business manager anyway? All these things combined should be covered well to avoid flags getting raised...

Why not? You'll need to farm FB profiles or buy readymade farmed FB ad accounts.
If you can't farm then you may need to get a bot and proxies to farm accounts or hire VAs to farm these accounts.
That's how it's done.

To answer just your question "Is a router reset enough for having a new usable IP address for FB?" - YES.
If that sufficient to use multiple ad accounts with just different IP? - Hell No.
